I apologize for not having written to you before now about your note addressed to myself and
Mr. Caine in connection with the Hong Kong University Provisional Powers Committee.
I attach a typed copy of your note since I understand you did not keep one.
I have discussed it with Mr. Caine and we have authorized the Crown Agents to pay from Hong Kong Governu nt funds the sum of £100000 authorized by the Treasury. I enclose a copy of our letter to the Crown Agents,

We agree that you should now place orders for apparatus and equipment immediately required to an amount of say £30,000.
As regards your suggestion that we should approach the Treasury for a further grant or loan, our view is that since it may be very difficult at this stage to prepare an estimate of the amount required for immediate rehabilitation needs, it would be preferable for you to arrange for an overdraft with the Bank for the time being and to leave the question of an approach to the Treasury for a month or two until we can see the general financial picture more clearly. The Treasury are aware that the future of the University is being considered by our Advisory
